Frankly, because it is IE and full of little bugs here and there. Unfortunately there is not an easy fix for this one. I would suggest trying Firefox to see if it will work in there. If not it may be a local issue rather than a browser or remote issue. Also, if you have a firewall program, check the settings on it and see how permissions are for uploading information. That might be causing some issues as well.
