For IE7, Go to Tools, Internet Options and under Tabs select Settings. At the bottom you will see the option to open links in the Current Page, A New Tab or a New Window. This will also apply this setting when clicking on links from other programs like AIM.

I know this doesn't answer your question but IE is a crap browser and is well-known for causing unwanted problems.
Get Firefox, it's a much better browser that opens windows in a "tab" on the same window by default.
