I have IE 6.0; how do I gain access to Internet Options if they're "Restricted"?

I am unable to change my homepage from MSN to My Yahoo. When I click "Tools", and then "Internet Options", it says that "This operation has been cancelled due to restrictions in effect on this computer".

You will need to logon to the computer as the administrator.

Or, Hold Shift and Right Click IE in the Start Menu, Select Run As and then run this with the administrator account for the computer.
